The Abu Dhabi Company for Onshore Oil operations (ADCO) functions throughout onshore development sites as well as in the shallow coastal waters of Abu Dhabi.
The Company was incorporated in 1978 to oversee operations in onshore concession areas covering approximately 21,000 square kilometers including five of the most important mainland oilfields in the region. During the first quarter of 2006, the inauguration of the North East BAB has been started.



Brief Description





Evaluates and recommends pre engineering and engineering concepts, designs and development, procurement and construction projects for Quality Assurance/Quality Control systems and programs associated with the Company's oil and gas production, transport and export.  Ensuring technical integrity and HSE requirements are met cost effectively throughout the development cycle.  Provides expert / consultancy service to other engineers / users and approves designs for modifications and/or requests for QA/QC engineering support.  Evaluates and approves project strategies prior to presentation to management. Develops and updates contractors’ quality register and assists contractor in developing adequate quality systems.  Reviews and endorses internal and external quality audits findings and verifies compliance with approved procedures.



Detailed Description





              Advises on the development and maintenance of the Engineering & Major Projects Division’s (EMPD) quality policies and systems including quality management, quality assurance, quality control and inspection systems covering projects, design, procurement and construction specifications. Updates policies and systems in light of development in industry standards and Company requirements.

              Champions the development and implementation of required quality manuals and procedures such as the project management manual in conjunction with users such as discipline and project engineers.

              Develops specific QA plans for certain projects, as required, in conjunction with project team members and other concerned personnel. Includes developing project organigrams, authority levels, responsibilities, etc.

              Sets criteria for project criticality ratings. Updates projects’ criticality rating criteria in conjunction with concerned engineers and/or clients as necessary.

              Designs and develops contractors’ quality register and follows up with contractors to ensure compliance and satisfaction of ADCO QA criteria prior to their inclusion in ADCO Quality Register.

              Endorses contractors QA systems. Advises contractors on deficiencies in QA plans, systems and recommends appropriate measures to be taken to ensure acceptability of QA standards and procedures.

              Plans and conducts internal and external audits to verify compliance with QA requirements; approved procedures and guidelines. Evaluates audit findings, reports and follows up on implementation of audit recommendations, as required.

              Monitors and reports on implementation of quality control QC plans and ensures that all witness and hold points are timely implemented.

              Develops non-conformity reporting system and carries out statistical analysis of non-conformance reports and audit findings.

              Designs and advises on methods and procedures for design review, checking & approvals, the verification of design documents & deliverables.

              Uses expertise to challenge effectively current policies / standards and to develop new techniques or approaches to improve operating performance.

              Supports project groups during construction and commissioning. Identifies, defines and solves complex, multi-disciplinary problems.

              Establish and develop QC plans, procedures and system for continuos improvement of work quality, monitoring performance of the QC system and recommending changes as appropriate.

              Keeps up-to-date with International Standards and codes to ensure that ADCO standards are updated and that the most appropriate equipment and materials are used.

              Keeps abreast of developments related to QA/QC in engineering within the oil production industry. Includes attending and representing ADCO in conferences and seminars to identify new developments of interest to the Company.

              Prepares and performs quality control program relating to vendor inspection activities, and analyses and audits costs for budgetary control.

              Participates in the training and development of assigned UAE national employees. Includes inducting fresh graduates, monitoring and reporting on progress.

              Knows the Company health, safety and environmental policy, procedures, regulations and objectives as they relate to his area of responsibility, and ensures that they are effectively implemented in is domain.

Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program in Indonesia has made significant progress at the national policy level. Through the better living, Education, Nutrition and Development (BLEND) Project. Save the Children will develop local capacity in Bender Meriah’s to cover four sub districts and with Early Child Development (ECD) and Maternal and Child Health (MCH), Livelihood and Nutrition services to children and their mother. The program will strengthen and improve the quality of existing posyandus, schools, and initiate new services in villages also work to build the capacity of existing ECD, Primary schools, Agriculture and training for teachers and equipping the facilities with needed educational and health, agriculture materials. Currently Save the Children immediately need experienced staffs to be part of our BLEND 3 program team and will be based in Bener Meriah, Aceh.

The position we are looking for are:

1. Early Child Development (ECD) Program Officer – BLEND 3 (code: ECD PO – BM) – 1 post, based in Bener Meriah

She/he will work under the direct supervision of the Project Coordinator to contribute to effectiveness and efficiency of the implementation of ECCE Project through facilitation of all aspect, especially ECCE’s program intervention activities under this program in target catchments of sub district.

Job Responsibilities:

1. Facilitate planning, organization and management of ECD program activities:

- Contribute in the set up and develop of program strategies and intervention for monthly, quarterly and annually, collaboration with other personnel’s in the team.

- Collect, record and keep/maintain all basic ECD situation data in target areas including community mapping, school committee, access to ECD, and others data relevant with the program.

- Develop TORs and budget estimate requirement to guide implementation for overall intermediate result activity.

- Carry out, organize or/conduct the health activities against operating plans as timely manner.

- Conduct community awareness/campaign/ socialization meetings linkage the program with stakeholders, community and local government.

- Assist on mobilize communities, beneficiaries and other stakeholders to be involved in development process.

2. Manage financial performance of activities:

- Assist in coming up with yearly, quarterly and monthly plan/requirement for the ECD component.

- Develop monthly cash projection.

3. Facilitate capacity building of community and stakeholders:

- Assist in identify capacity gaps for beneficiaries, group of community and line government partnership of the program.

- In direction by the coordinator, conduct or collaboration with other officers to strengthen the community ECD interventions such as workshop, serial trainings, regular coaching and campaign/promotion activities.

- Ensuring the communities, posyandu cadres, ECD/kindergarten and primary school members’ ability to participate and contribute in kind to their development process.

4. Monitoring, evaluation and documentation of ECD activities:

- Together with other officers, contribute on regular monitoring and evaluation of the ECD program activities in villages working areas.

- Conduct visits to sampled beneficiaries to asses performance of intervention in coordination with line local government partnership.

- -Track progress of key indicator for strategy objective against the benchmarks and ensure information is provide to M & E for updating database in timely manner.

- Provide the documentation of activities through photos, short movie, etc.

- To follow of advice Project Coordinator on issues that may affect the progress of activities under this component on time.

General Requirements:
Education: Bachelor University Degree or equivalent in relevant field.

Skill and Experiences:

· Minimum 3 years total experience working in education program with minimum 2 years experience in similar task and (I)NGO.

· Knowledge and skills in methods to promote improvements in early ECD.

· Excellent communication and interpersonal skills.

· Proven skill to produce annual, quarterly and monthly plan and report.

· Proven skill in engaging community, partner or stakeholders in program activities.

· Able to work in post conflict area.

· Proven skills to develop an implementation plan and then efficiently implement activities.

· Demonstrated ability to write high quality reports and other project document in Indonesian and English.

· Excellent computer literate.

· To be base at sub district level in Bener Meriah.

2. Health Program Officer – BLEND 3 (code: HPO – BM) – 1 post, based in Bener Meriah

She/he will work under Program Officer and Project Coordinator to contribute to effectiveness and efficiency of the implementation of livelihoods to improved Nutrition for Kids program through facilitation of all aspect of health, especially Nutrition’s program intervention activities under this program in target catchments of sub district.

Job Responsibilities:

1. Facilitate planning, organization and management of health & nutrition program activities.

- Contribute in the set up and develop of program strategies and intervention for monthly, quarterly and annually , collaboration with other personnel’s in the team.

- Collect, record and keep/maintain all basic health situation data in target areas including community mapping, community health works (CHSs0 Groups, access of health services, health.

- Providers services and others data relevant with the program.

- Develop TORs and budget estimate requirement to guide implementation for overall intermediate result activity.

- Carry out, organize or/conduct the health activities against operating plans as timely manner.

- Conduct community awareness/campaign/ socialization meetings linkage the program with stakeholders, community and local government.

- Assist on mobilize communities, beneficiaries and other stakeholders to be involved in development process.

- Develop TORs to guide implementation of key community mobilization activities in sub district under the guidance of Project Coordinator.

- Ensuring that posyandus, ECD/kindergarten and primary school have provided the healthy snack and meals.

- Assist in coming up with yearly, quarterly and monthly plan/requirement for the health (Nutrition) component.

- Develop monthly cash projection and review monthly budget versus actual.

3. Facilitate capacity building of community and stakeholders:

- Assist in identify capacity gaps for beneficiaries, group of community and line government partnership of the program (DHC, DAO, DEO, etc).

- In direction by the coordinator, conduct or collaboration with other officers to strengthen the community and health worker capacity in health or/Nutrition interventions such as workshop, serial trainings, regular coaching and campaign/promotion activities.

- Ensuring the communities, posyandu cadres, ECD/kindergarten and primary school members’ ability to participate and contribute in kind to their development process.

4. Provide technical support:

- Advice on / ensure timely procurement of the right type, specification and quantity of supplies for livelihood and health provision activities.

- In collaboration with the other officers, ensuring to prepare all of administration procedure support document such as vehicle utility procedure, purchase request / requisition and others.

- Provide closely approach and communication with community leader and key stakeholders.

5. Monitoring, evaluation and documentation of livelihood and health activities:

a. With the other officers, contribute on regular monitoring and evaluation of the health /nutrition program activities in villages working areas.

b. Conduct visits to sampled beneficiaries to asses performance of intervention in coordination with line local government partnership.

c. Provide the health activity and monthly report, consolidate all of data program requirement to develop quarterly, annual and project report.

d. Track progress of key indicator for strategy objective against the benchmarks and ensure information is provide to M & E for updating database in timely manner.

e. Provide the documentation of activities through photos, short movie, etc.

f. To follow of advice Project Coordinator on issues that may affect the progress of activities under this component on time.

6. All stakeholders are aware of LINK program through networking, collaboration and coordination:

a. Provide as key person figure on behalf LINK program at relevant meeting with government, NGOs and other players in sub district.

b. Build relationship well with relevant government Ministries / department of Livelihood / Agriculture and health as well as other stakeholders.

General Requirements:
Education: A minimum of graduate in medical doctor, public health, nursing, midwife or other relevant field.

Skill and Experiences:

· Minimum 4 years total experience working in health and nutrition activities with minimum 3 years experience in similar task and (I)NGO.

· Knowledge and skills in methods to promote improvements in health and nutrition program activities.

· Excellent communication and interpersonal skills.

· Proven skill to produce annual, quarterly and monthly plan and report.

· Proven skill in engaging community, partner or stakeholders in program activities.

· Able to work in post conflict area.

· Proven skills to develop an implementation plan and then efficiently implement activities.

· Demonstrated ability to write high quality reports and other project document in Indonesian and English.

· Excellent computer literate.

· To be base at sub district level in Bener Meriah.
